CHAIRMAN VISITS DEFENCE HEADQUARTERS COMPLEX PROJECT

The Chairman, Eng. A.P. Jayatissa visited the Defence Headquarters Complex
(DHQC) Project in Akuregoda, Pelawatha on 24th February 2025. The Chairman
was accompanied by Eng. S.S.A. Kalugaldeniya, Corporate AGM (Designs)/ AGM
(DHQC), Eng. (Ms.) T.N. Thewarapperuma, Team Leader – DHQC project, and
other senior staff of the DHQC Project.
Stage 1 of the DHQC project includes the construction of the Main Building Complex
(08 numbers of ten-storey individual buildings) and several supportive structures,
Communication Building and Tower, Security Building, Water Sump and Pump
House, Sewerage Treatment Plant, Generator Building and External Ancillary Works
(Roads, Landscape, Perimeter Wall).
Presently,  building blocks 1, 2, 3 and external works are under construction.
Chairman inspected the building Block 3 allocated to house the Navy Headquarters,
a ten-storey building with a total floor area of approximately 43,000 square meters. It
is a state-of-the-art building incorporated with all modern service facilities

The meeting of the CECB Board of Directors for the month of February 2025 was
held on 24 th February 2025 at the CECB Board Room under the Chairmanship of
Eng. A.P. Jayathissa. The full Board of Six Directors and Chairman participated at
the meeting. The Directors attending the meeting were – Mrs. J.K.N. Samanmalee,
Director (Treasury Representative); Eng. A.M.D.B. Atapattu, Director; Mr. R.M.T.S.
Rathnayake, Director; Mr. M.B.L. Rahuman, Director (Ministry Representative); Prof.
(Eng.). K.K. Wijesundara, Director; and Eng. L.G.A. Edirisinghe, Director. Ms. R.
Rizwan served as the Board Secretary to the meeting.
Eng. S.A.U.D.C. Siriwardhana, General Manager, (CECB) presented the Board
papers and provided required explanations and clarifications to facilitate Board
decisions.

The Chairman, the higher management and staff of CECB and CESL ceremoniously commenced the new year on 1st January 2025 with religious observances at Head Office and joined the live programme telecast on the Clean Sri Lanka implemented by the Government and took the oaths.

Eng. A.P. Jayatissa, Chairman, in his speech pointed out the transformative changes and new value systems devoid of corruption proposedby the government under the clean Sri Lanka programme and called for our collective efforts to rise and rebuild the country. He recognized CECB and CESL capabilities as knowledge intensive multidisciplinary engineering assets employing the largest number of trained and experienced engineering professionals in the country. Chairman signified his commitment to fully support our continuous growth and innovation in advancing our market reputation in Sri Lanka and abroad as quality assured engineering service provider and client satisfaction as self-sustaining and commercially successful engineering SOE.

We are pleased to welcome Eng. A.P. Jayatissa as Chairman of the Board of Directors of the Central Engineering Consultancy Bureau (CECB) and subsidiary, Central Engineering Services (Pvt) Ltd (CESL), effective from 18 December 2024.

Eng. Jayatissa in his inaugural address to the higher management and senior staff of CECB and CESL as Chairman, expressed his privilege and commitment in taking on this vital role during these critical times. He emphasized the importance of unity and collaboration, calling on all employees to embrace innovative thinking and bold strategies to restore and elevate CECB and CESL to their proud legacy of “Inspiring Engineering Excellence,” a standard built over 50 years of success. The Chairmans inaugural was graced by Dr. Susil Ranasinghe, MP, Hon. Deputy Minister, Lands and Irrigation, and high-ranking well-wishers from Ministry of Irrigation, Road Development Authority, as well as from IT Sector firms.

Jayatissa with his extensive expertise and proven leadership in the engineering field, both in Sri Lanka and internationally, brings wealth of knowledge and fresh vision to guide our organization to new heights. Description:
Relocation project of Manning Market from Pettah to Peliyagoda consist of two main four storey curved buildings (Block A & B), a two storey curved building (Block C), a five storey building (Block D) & two treatment plants with an approximate total floor area of the building is 42,547 m2. Initiated and implemented by the Urban Development Authority (UDA), the new complex spans 15 acres, from the 2 acres previously available for the market in Pettah. Alongside more than 1100 shops and trading spaces that make up the heart of the market, it also comprises cool-rooms, restaurants and cafeterias, medical centers, banks, accommodation and rest areas, and a large car park. Designed by the Central Engineering Consultancy Bureau (CECB), the complex features an environmentally friendly open design that maximizes space and natural light, and large solar arrays on rooftops provide renewable energy for running of the premises.

Description:
This site at located at Angunukolapelessa in Hambantota district. Project was proposed to relocate the TangallePrison. Total area of the land is 58 acres& over 100 buildings were planned to construct within this area.The prison was designed to accommodate 2000 prisoners including 50 women inmates. Scope of this work can be categorized as prisoners & functional related buildings, administrative buildings, Canteen Buildings (Staff and Visit Separate),residential buildings, recreational areas, external work and services.
The prison area is consisted of convicted and remands prisoner’s wards, Youth ward, women ward, special cells and punishment cells as prisoner’s buildings and Hospital, bakery and kitchen etc. as the functional related buildings. Industrial training areas have been provided to improve the vocational skill of prisoner as rehabilitation.
There areinternal road network around 2km asphalt roads,environmental friendly sewage treatment plants with zero sludge, Water Supply network including 200m3 capacity water tower, 400m3& 200m3 sumps,Security lighting system, Fire Protection system, LP GasNetwork, vehicle parking’s etc..areprovidedas services. 400m running track & pavilion, indoor stadium, 25m swimming pool are included within the site premises which can be used for the public. 
This prison complex will be the one of major prison in Sri Lanka after the construction.

Description:
This is a building designed for maximum utilization of area. It consists of two basements mainly catering for parking. The building consists of a spacious entrance lobby, double height auditorium and seventeen floors to be used as office space.  It also includes a separate roof terrace. Total floor area of the building is 18,500m2(approximately). The building consists of RC framed structure with some lift walls designed as shear walls. Flat slabs are used for basements in order to reduce the excavation depth. Secant pile retaining wall is used as the shoring system since the proposed building is surrounded by number of medium rise buildings. The building is supported on 131 number of bored cast in-situ piles ranging diameters from 600mm-1200mm.
