Central Engineering Consultancy Bureau (CECB) of Sri Lanka was entrusted to Carry out the Feasibility study of the Wee Oya Reservoir project (WORP) under the Climate Resilience Improvement Project (CRIP) implemented under the purview of the Ministry of Agriculture, Livestock Development, Irrigation and Fisheries and Aquatic Resources Development. Consultancy services cover the feasibility study for Wee Oya reservoir based on pre-feasibility study done by CRIP on Kelani basin. Main objectives of Wee Oya reservoir are controlling flood, which effects middle and lower Kelani basin, and augmenting drinking and industrial water supply in the Lower Kelani Basin during droughts. The secondary objective is harnessing possible hydro energy. The project area is located in Punugala, Yatiyantota area about 60km East of Colombo. The Wee Oya, which is an upper sub-basin of the Kelani River, is formed by joining number of streams draining from the Dolosbage mountain range. To form the Wee Oya reservoir, the Wee Oya is planned to be intercepted 60 m AMSL of river bed elevation near Malalpola by a dam to impound a multipurpose reservoir with a maximum FSL of 129 m AMSL. The area of the Wee Oya catchment upto the dam location is about 58 km2. Elevation in the catchment ranges from about 60 masl to 1200 masl.

Kaluganga Reservoir will comprise of 68m high rock fill main dam with a center clay core and a 28m high saddle dam of similar type. Gross storage capacity of the reservoir is 248MCM. Main aim of the project is to transfer 100MCM of water annually to Moragahakanda reservoir to cater for the downstream water demands of Moragahakanda reservoir and to release water for in basin irrigation development for 4000 ha of new and existing lands in Kaluganga. Further a provision is therefore to construct a 3MW power plant to make use of available head while releasing water to Moragahakanda
There are four Tunnels in this Project The details as below
Tunnels | Diameter | Length |
Bottom Outlet Tunnel | 2.6 m | 219 m |
Diversion Tunnel | 10 m | 319 m |
TCO | 3.6 m | 202 m |
LBO | 2 m | 227 m |

Thalpitigala Reservoir of 15.56 MCM capacity by constructing a 280 m long and 45.7 m high roller Compacted Concrete (RCC) dam across the Uma Oya and diverting the stored water to the Power house through a 1.455 km long 3.5 m diameter headrace unlined tunnel to generate 51.3 GWh of power annually by two 7.5 MW turbines. Exit water of the power house will then be sent to the Bathmadilla anicut for the purpose of irrigation requirements.
