Central Engineering Consultancy Bureau, a premier engineering consultancy organization at the forefront of infrastructure development in the country with wide range of expertise in different disciplines, invite applications from citizens of Sri Lanka for the below mentioned posts on Contract Basis.

A Four year Degree in Engineering in the relevant field (Civil) recognized by the University Grants Commission (UGC), Sri Lanka and recognized by the Institution of Engineers – Sri Lanka (IESL) and the Engineering Council of Sri Lanka (ECSL) for admission to the Class of Associate Member of IESL.
And
MSc / MPhil / PG Dip in Structural Engineering / Port Engineering.
And
Corporate membership of Institution of Engineers Sri Lanka (IESL).

B. Any other Degree / qualification in the relevant field (Civil) recognized by the Institution of Engineers – Sri Lanka (IESL) recognized by the University Grants Commission (UGC), Sri Lanka as equivalent to a four year B.Sc Degree in Engineering and the Engineering Council of Sri Lanka (ECSL) for admission to the Class of Associate Member of IESL.
And
MSc / MPhil / PG Dip in Structural Engineering / Port Engineering.
And
Corporate membership of Institution of Engineers Sri Lanka (IESL).
Experience
Minimum of 08 years of experience in Structural Engineering in design of Port related Structures
02Computer ProgrammerBachelor of Science Degree in Information Technology or Computer Science which is recognized by University Grant Commission (UGC), Sri Lanka.Job Description
1.Developing, modifying and maintaining application software or software modules to handle specific jobs, such as tracking inventory, storing or retrieving data, or controlling other equipment according to the system specifications given.

2.Compiling and documentation of software development and subsequent revisions, inserting comments in the coded instructions.

3.Correct errors by making appropriate changes and then rechecking the programme to ensure that the desired results are produced.

4.Conduct trial runs of programmes and software applications to be sure they will produce the desired information and that the instructions are correct.
Developing web sites/ intranets according to the system specifications given.

5.Direct revisions, modifications, expansions and maintain in-house developed and purchased application software to increase operational efficiency or adapt to new requirements according to the system specifications given.

6.Any other duties assigned by the supervising officer.
03DraughtsmanAny one of the following A or B.
 
Having obtained a certificate of proficiency not below than the National Vocational Qualification (NVQ) Level 5 in the field of Drafting Technology / Engineering Draughtsmanship issued by a Technical / Vocational Training Institute accepted by the Tertiary and Vocational Education Commission (TVEC).
 
Having obtained a certificate of proficiency not below than the National Vocational Qualification (NVQ) Level 4 in the field of Drafting Technology / Engineering Draughtsmanship issued by a Technical / Vocational Training Institute accepted by the Tertiary and Vocational Education Commission (TVEC).
And
A minimum of Five (05) years’ post qualifying relevant experience in a Public Service / Corporation / Statutory Board / Institution or recognized Non-state Institution.
Following qualification & experience will be an added advantage.
1.Diploma in Auto desk Revit software, 3D design or a related field from a recognized and reputed institute (government or private with valid accreditation).

2.Utilize industry-standard 3D modeling software such as SketchUp, 3D Max, Revit or similar to construct accurate and visually appealing models.

3.Create detailed and realistic 3D models of architectural buildings, interiors, and masterplans based on provided 2D drawings.

4.Produce high-quality, photorealistic renderings of 3D models using rendering software like Lumion or comparable standard tools.

5.Utilize image editing software such as Adobe Photoshop to enhance and refine rendered images.
04Secretarial AssistantHaving Passed the G.C.E (O\L) Examination in Six (06) Subjects in one sitting with Credit passes for Four (04) Subjects including Sinhala/Tamil and Mathematics.
And
Credit pass for English in not more than two sittings.
And
Having passed Three (03) Subjects (other than the General Paper) at the G.C.E. (A/L) Examination in not more than two sittings.
And
Achieved Computer literacy in following areas.
Basic concepts of Information Technology,
Windows Operating System and
Basic knowledge of word processing and spread sheets.
 
Strong command of MS office (Power Point and Outlook), excellent in written and verbal communication, proactive and creative thinking would be an added advantage.
Job Description
1.Drafting Office Correspondents.

2.Typing reports / letters / documents etc, efficiently.

3.Carrying out administrative functions including attendance, leave, and OT etc.

4.Taking of Minutes of Meetings and preparation of Reports.

5.Carrying out office work related to HR related activities including Human Resources Development.

6.Carrying out documentary control functions both manually and electronically.

7.Procurement of items, maintaining inventories and other administrative activities.

8.Operation of Telephone and Communication systems.

9.Assisting the Senior Officers to carry out their duties.

10.Handling Cash on behalf of the Bureau.

Petty cash handling and preparation relevant documents as required by the Management.
Custody of cash and financial assets including cheques when and where necessary.

Receipts of cash and cheques.
Payments by cash and cheques.
Banking of cash / cheques / receipts and withdraw cash for office use.

Maintaining registers / files / receipts control books and other supporting documents.

Assisting Accountant to balancing day to day accounts.
Preparation of financial reports.
Carrying out store keeping functions.

Any other duties assigned by the supervising officer.

Salary & Other Benefits  : 

I.  Selected applicants will be placed on a suitable salary point depending on qualifications and experience.

II. Contribution of 12% and 3% of salary to the Employees Provident Fund and Employees Trust Fund respectively by the Bureau.

Method of Selection  :  Selections will be made on the order of merit determined by an Interview Panel.

  • The Officers to be selected to serve on contract basis are not eligible to claim any permanent appointment in the Bureau.

Ceremonial Opening of Navy Headquarters Building

Ceremonial opening of Sri Lanka Navy Headquarters building at Defense Headquarters Complex, Akuregoda was held on 09th December 2025 coinciding with the 75th Anniversary of Sri Lanka Navy.

Deputy Minister of Defense, Secretary to the Ministry of Defense, Admiral of the Fleet, Tri-Force Commanders, Inspector General of Police and senior officers of the Tri-forces and Police graced the occasion. CECB, being the Consultant to the project was invited to witness this historical event and the Chairman, General Manager, Corporate AGM (designs), Team Leader and the Unit Heads of DHQC project participated the ceremony.

Ten storied Navy Head Quarters complex comprises of elegantly designed entrance lobbies, Commander’s office with other amenities, General office areas, Conference facilities with Function halls, Operation rooms, Service areas, and other ancillary facilities. As the overall consultant of this State -of-the- Art building complex, CECB has pride for successful completion of the complex with all the specialties, including Architectural, Structural, Electrical, Mechanical, IT, Water Supply, Quantity Surveying and Contract Management service and Internal Road Network. CECB teams faced many challenges during the execution of this project since 2012 and could overcome all of them successfully while achieving a futuristic consultancy service which will be a remarkable experience in CECB history.

Restoration of Deegawapiya Stupa and Neelagiriya Stupa from Archaeological & Engineering programme was organized by the Training Research & Development Unit, on 09th October 2025 (Thursday) from 10.00 am to 12.30 pm at CECB
Auditorium, 6th Floor, Kelani Wing.

Following the Program The Katina Cheevara, prepared for offering to the Venerable Bhikkhus of Nauyana at the Neelagiri Stupa premises, was respectfully brought to the CECB under the auspices of the Most Venerable Nayaka Thero. CECB was privileged to receive this opportunity in appreciation of its professional expertise and contribution towards the restoration of the Deegawapi and Neelagiri Stupas. Everyone was given the opportunity to join in the Sādhu Nāda (chanting of blessings) and to accumulate merit.

The Sugathadasa National Sports Complex Authority has decided to assign the consultancy services of
this project to CECB based on a Cabinet Decision made in 2017. A site inspection was carried out on
19.07.2025 by the Chairman, the General Manager, and the project staff to review the current
condition of the tracks.
