Ceremonial Opening of Navy Headquarters Building

Ceremonial opening of Sri Lanka Navy Headquarters building at Defense Headquarters Complex, Akuregoda was held on 09th December 2025 coinciding with the 75th Anniversary of Sri Lanka Navy.

Deputy Minister of Defense, Secretary to the Ministry of Defense, Admiral of the Fleet, Tri-Force Commanders, Inspector General of Police and senior officers of the Tri-forces and Police graced the occasion. CECB, being the Consultant to the project was invited to witness this historical event and the Chairman, General Manager, Corporate AGM (designs), Team Leader and the Unit Heads of DHQC project participated the ceremony.

Ten storied Navy Head Quarters complex comprises of elegantly designed entrance lobbies, Commander’s office with other amenities, General office areas, Conference facilities with Function halls, Operation rooms, Service areas, and other ancillary facilities. As the overall consultant of this State -of-the- Art building complex, CECB has pride for successful completion of the complex with all the specialties, including Architectural, Structural, Electrical, Mechanical, IT, Water Supply, Quantity Surveying and Contract Management service and Internal Road Network. CECB teams faced many challenges during the execution of this project since 2012 and could overcome all of them successfully while achieving a futuristic consultancy service which will be a remarkable experience in CECB history.

Following the Program The Katina Cheevara, prepared for offering to the Venerable Bhikkhus of Nauyana at the Neelagiri Stupa premises, was respectfully brought to the CECB under the auspices of the Most Venerable Nayaka Thero. CECB was privileged to receive this opportunity in appreciation of its professional expertise and contribution towards the restoration of the Deegawapi and Neelagiri Stupas. Everyone was given the opportunity to join in the Sādhu Nāda (chanting of blessings) and to accumulate merit.

The Sugathadasa National Sports Complex Authority has decided to assign the consultancy services of
this project to CECB based on a Cabinet Decision made in 2017. A site inspection was carried out on
19.07.2025 by the Chairman, the General Manager, and the project staff to review the current
condition of the tracks.

Project Brief

A five-story building with a concrete (G30) substructure and superstructure, steel roof, and
seating capacity of approximately 1,350. The project commenced in 2015. In June 2020,
CECB was appointed to provide consultancy services for the remaining construction works.
The Sri Lanka Army construction team serves as the main contractor, handling civil and
electrical works. Around 15 specialized contracts cover other disciplines, including air
conditioning, fire detection, and protection systems.
Project Details
Project Cost: Estimated Cost at the initial stage (June 2020) – 789 Mn.
Revised estimate – 3.3 Bn. (Cabinet Approval has been granted)

It is imperative that the staff of CECB familiarize themselves with the new  Procurement Guidelines and Manual – 2024 (Goods, Works, and Non-Consulting Services), published by the National Procurement Commission (NPC)., key revisions and structural changes introduced. Understanding these changes is essential to ensure compliance, enhance procurement outcomes, and uphold the principles of good governance and public accountability in the use of public resources. Fulfilling the timely need, Eng. W.T.D.P. Pathmendra, DGM (C & QS),Ch. QS (Ms.) Nayomi Dissanayake and Ch. QS (Ms.) Sasanka Weerathunge conducted a training session on 30.07.2025 at CECB auditorium for the CECB staff.

CECB Get-Together 2025: A Memorable Day of Celebration and Unity at CECB. The Annual Get-Together 2025, organized by the CECB welfare Society in collaboration with the CECB Management, marked a joyful and much-anticipated return of collective celebrations after a long hiatus.
The event served as a perfect platform for all employees to come together, reconnect, and strengthen the spirit of unity and teamwork within the organization. The day was filled with laughter, excitement, and a variety of engaging activities organized by dedicated coordinators. Team-based games encouraged collaboration, while fun competitions sparked enthusiasm among all age groups.
Employees enthusiastically participated in singing and dancing performances, showcasing their hidden talents and adding a lively cultural flair to the occasion. The highlight of the evening was a vibrant DJ session, which had everyone on their feet, celebrating in high spirits.
This successful gathering not only strengthened bonds among colleagues but also reminded everyone of the joy that comes from working—and celebrating—together as one team.

CHAIRMAN VISITS DEFENCE HEADQUARTERS COMPLEX PROJECT

The Chairman, Eng. A.P. Jayatissa visited the Defence Headquarters Complex
(DHQC) Project in Akuregoda, Pelawatha on 24th February 2025. The Chairman
was accompanied by Eng. S.S.A. Kalugaldeniya, Corporate AGM (Designs)/ AGM
(DHQC), Eng. (Ms.) T.N. Thewarapperuma, Team Leader – DHQC project, and
other senior staff of the DHQC Project.
Stage 1 of the DHQC project includes the construction of the Main Building Complex
(08 numbers of ten-storey individual buildings) and several supportive structures,
Communication Building and Tower, Security Building, Water Sump and Pump
House, Sewerage Treatment Plant, Generator Building and External Ancillary Works
(Roads, Landscape, Perimeter Wall).
Presently,  building blocks 1, 2, 3 and external works are under construction.
Chairman inspected the building Block 3 allocated to house the Navy Headquarters,
a ten-storey building with a total floor area of approximately 43,000 square meters. It
is a state-of-the-art building incorporated with all modern service facilities
