SECTION 01 – LETTER OF INVITATION (LOI)

CONSULTANCY SERVICE FOR GREEN BUILDING ACCREDITATION FOR THE PROJECT OF CONSTRUCTION OF NATIONAL HEART CENTER, NATIONAL HOSPITAL- SRI LANKA, COLOMBO

RFP NO: NHSL/2025/1

1. The Chairman Junior Procurement Committee on behalf of Central Engineering Consultancy Bureau (CECB), Sri Lanka (hereinafter called Client) invites proposals to provide the above consulting services from the individual consultants.
2. The service of a green building accredited professional is required to assist CECB for obtaining the Gold or above certification of Green Building Council of Sri Lanka for the project. The expected start date of the assignment would be during the 3^rd quarter of 2025. The detailed Terms of Reference (TOR) is indicated in the RFP document which can be downloaded at the bottom of  this page:
3. To be eligible for evaluating experience and qualifications, the Consultant shall meet the following requirement;

• Consultants’ experience and qualifications should comply with the requirements listed in the Terms of Reference. The evaluation of the curriculum vitae (CV) will be carried out taking into account qualifications and experience of consultants in accordance with the following criteria:

• A proposal of the Consultant shall be rejected if it fails to achieve an overall minimum score of 50 together with the minimum given against each criteria. The final score of the Consultant shall be obtained by weighing as specified in the TOR and adding the technical and financial scores.

• Following evaluation, the individual Consultant achieving the highest combined technical and financial score will be invited to contract negotiations and signing. The Contract will be negotiated face to face, or by phone or by e-mail. In case of any delay by the Consultant in responding to the Client’s invitation to negotiate, by more than 07 days, the Client has the right to withdraw the invitation. In case agreement is not reached for a contract, the negotiations with the individual Consultant will be terminated and negotiations will proceed with the next best qualified Consultant.
• Bidding will be conducted through National Competitive Bidding Procedure.

• Cost of preparing a CV and of negotiating a contract is not reimbursable by the Client.
• Interested Consultants should provide followings to Additional General Manager (Special Project 1), Central Engineering Consultancy Bureau, 415, Bauddhaloka Mw, Colombo 07 on or before 2.00 p.m on 27-05-2025 by registered post or by hand.
  • Curriculum vitae (CV) with copies of experiences, qualifications and service letters, etc
  • Duly filled Proposal Submission Form with fee proposal

“Proposal for Consultancy Service for Green Building Accreditation for the Project of Construction of National Heart Canter, National Hospital-Sri Lanka, Colombo” should be mentioned on the top left corner of the envelope. Proposals will be opened soon after closing in the presence of the consultants/ representatives who choose to attend. Late proposals will be rejected.

1. Interested Consultant may obtain further information from Additional General Manager (Special Project 1), Central Engineering Consultancy Bureau, 415, Bauddhaloka Mw, Colombo 07 from 0900 hrs to 1530 hours on any working day from 14-05-2025 until 26-05-2025

1. Proposal must remain valid for 06 months following the proposal submission deadline.
2. The Client is not legally bound to accept any curriculum vitae submitted to him.
