CECB Secures First International Consultancy Assignment in Timor-Leste

The Central Engineering Consultancy Bureau (CECB) has secured its first international consultancy assignment in Timor-Leste through an open and competitive international bidding process. This achievement marks a major milestone in CECB’s international expansion and establishes its operational presence on the global stage.
This landmark project strengthens CECB’s position as a leading engineering consultancy and
creates new opportunities for international collaboration, strategic partnerships, and sustainable global growth.


Project Overview
The project site is located at Aldeia Turleu, Suco Tibar, Posto Administrativo Bazartete,
Municipality of Liquiça, covering a land area of 12,794 m². The project is implemented for the
Democratic Republic of Timor-Leste (RDTL) through INDMO, I.P., with funding provided by the
Government of Timor-Leste Infrastructure Fund.
The project involves construction supervision for the New Building of the National Work
Force Development Institute in Tibar–Liquiça, including all associated facilities, utilities,
landscaping, and boundary works. The overall project duration is 24 months, with 12 months
allocated for construction supervision.


CECB’s Scope of Services
CECB is responsible for providing comprehensive construction supervision services, including
monitoring progress, quality, cost, and compliance with contractual requirements. CECB will also
carry out architectural, structural, and MEP design reviews, as the original designs were completed in previous years.
